The drug dealers (in Burera district) and Uganda, including those who were arrested for and were eventually released after the promised aid was delivered. However, they claim that the aid they received was supposed to be given to those who were in need of it.

Speaking to Isango Star, MUKAMURENZI Claudette aged 30 said, “We were arrested because we crossed the border to go to Uganda for food; they imposed to us 150,000 francs fine, but we didn’t have that money. However, that money ended up being pocketed by the leaders in the villages. Many of us here have no money…”

Jerome KAVUBI 27 years old man said: "We used to transport goods from Uganda bringing them here, but when they caught us, they fined and imprisoned us, then released us after promising aid to us teaching us how to avoid such situations. We understood and followed what they taught us, but when the aid was availed, we, the primary recipients, never get it first time, nor the second time it comes. And that money could have helped us. It was taken by the leaders in the villages and others nearby, as if those villages are the only ones entitled to it."

Those who pioneer and those involved in progress face its repercussions, leading to their imprisonment after being accused by their colleagues of treason when they advocate for necessary changes. Besides addressing intelligence issues, we also strive to be actively engaged in advancing developmental initiatives. However, many are hindered by intelligence matters and other challenges, which often place our region at the bottom of the country's development targets.
