Minister of Public Employees and Labor Prof. Bayisenge Jeannette expressed the grief of some of the government employees who worked in what became the Eastern Province, who were killed in the Genocide against the Tutsis in 1994 and were killed by the government they worked for.

On the 21st of April, at the office of the Eastern Province, there was a commemoration for the 30th time of the 1994 Genocide against the Tutsi. The 19 workers who were killed in the Genocide against the Tutsi were working in the Kibungo Prefecture and the Rusumo, Rwamagana, Kanazi, and Ngarama Superefectors. Eastern Province; and the 25 employees of the municipalities that were merged into the Rwamagana District were killed in the Genocide against the Tutsis in 1994.,

In her speech, Minister Madam Prof. Bayisenge returned to the slander of the government that planned the Genocide and carried it out to the point where they killed those who served the country, ignoring the great contribution they made to the building of the country and instead chose to kill in the Genocide those who were innocent, where they were born with the opportunity to live and continue to serve the country.

Minister Madam Prof. Bayisenge apologized to the families whose civil servants were killed in the Genocide against the Tutsis and criticized those civil servants who were involved in killing and betraying their colleagues in the government, ignoring their duty to serve the government for Rwanda to develop, instead of strengthening divisions. and the hatred of the Tutsis that led to the Genocide against the Tutsis in 1994.

Minister Madam Prof. Bayisenge continued by saying: "Remembering these former public servants is to value them, even more, considering their role in the development of the country".

The representative of the families of government employees in the Eastern Province and the Rwamagana District, Mrs. Bucyeye Ignacienne praised the role of the government in helping them to rebuild and to be strong.

The Governor of the Eastern Province asked everyone who had information about who was an employee they killed in the Genocide against the Tutsi to reveal it so that they could be recognized and remembered.

The Eastern Province consists of Kibungo Prefecture which has Rwamagana Prefecture and Rusumo Prefecture which has 11 counties including Rutonde, Muhazi, Kabarondo, Kayonza, Birenga, Kigarama, Mugesera, Sake, Rukira, Rusumo, Rukara.

On the part of Kigali Ngali there are the municipalities of Bicumbi and Gikoro which gave birth to Rwamagana District and the municipalities of Gashora, Kanzenze, and Ngenda on the Bugesera part there is the Kanazi municipalities, and on the Byumba part there are parts of Kiyombe Municipality in Nyagatare District with Muhura and Ngarama It is now in Gatsibo District.
