Residents of Kaduha Sector say that health care insurance has become like a visa that allows them to find work like building schools, roads and building terraces. They say that this is dangerous because if you haven't paid for it will not get a job. Kaduha sector is home to a hospital, a large market, a commercial center, secondary schools, and temples making it more vibrant. Only the local people say that there is a lack of care for the needy, including those who do not pay on time. In an interview with Isango Star, Mrs. MUKABALISA Donatile said “It's discomforting! So how can a citizen who has not been able to pay for health care insurance get a job? And you see that there is extreme poverty. I feel that they let the people work, then they take away the benefits later."

Mrs NYIRARUKUNDO Janet a resident of Kaduha sector further said" We beg you to advocate for us so that they hire us without discrimination, so that we can be able to earn a living However, if they gave us a job like this and we did it, I would see how I could pay the allowance." "And if I get that job, they will take these gloves from me, so where do I get them now?"

Mr HABIMANA Thadee; the director in charge of economic development in Nyamagabe district, says that this is not appropriate and they are going to conduct the investigation. He said, "We were not aware of that problem, it is the first time we heard about it, but it would be wrong because paying for health insurance to a citizen is to encourage him. If it were not so, the official who does it would be the wrong character."

Despite this, the people say that if nothing is done, some will continue to live in poverty while they are the ones who will be excluded and will pay for this health insurance.
