In Mimuli Center, Nyagatare District, the Green Party campaigned this Wednesday, with its Presidential candidate Dr. Frank Habineza promising residents to help solve the issue of food security. He proposed storing rainwater to be used during dry periods. He also assured Nyagatare residents that he would eliminate vagrancy centers (Transit Centers).
He said, "The problem we have is that we only wait to farm when it rains, and when the dry season comes, we stop farming. We say we will use all p

ossible intelligence and knowledge so that when it rains, we collect all the rainwater and store it in a place so that it can help us irrigate crops during the dry season."
He continued, "I was told that there are vagrancy centers here. I don't agree with labeling people as vagrants. Why should a Rwandan child be called a vagrant? Why should a girl be called a prostitute and taken to a vagrancy center? We have opposed this practice for a long time and will continue to do so. If someone commits a crime, they should be taken to RIB (Rwanda Investigation Bureau) for investigation. If it is indeed a crime, further action should be taken. There is a responsible body for this, and we will strengthen it so that it can do its job properly."
Some residents appreciated the Green Party's plans, especially the proposal to eliminate transit centers or vagrancy centers, suggesting that those arrested should instead be taken to court.
Mrs Godance KABANYANA said, "We thank Dr. Frank Habineza for planning to eliminate vagrancy centers. They should be taken to court to stand trial instead of being sent to vagrancy centers."
Speaking to Isango Star miss Jolly MUTONI said They take a person and immediately send them to a vagrancy center for 15 or 20 days, and if you are not even going to study, they send you right away. If Dr. Frank Habineza abolishes these centers, it would be something we would appreciate, which is why we should vote for him and those deputies. Even if he doesn't become the head of state, we should support the deputies so that his idea is supported in the legislative assembly."
When the Green Party reached Gatsibo District, they promised people that if elected, they would help solve the issue of access to clean water, reduce taxes, and ensure school children receive balanced diet , including fruits and meat.
The Green Party's campaign activities will continue in Masoro, Nyanza District, and this Thursday.
