He emphasized this during a general community work event concluding the month, organized by the Ministry of Local Government in collaboration with the Pan African Movement, and joined by the residents of Gahanga sector in Kicukiro district. This event was part of the celebration of 61 years of African Liberation.

The monthly community work day was combined with the celebration of Africa Liberation Day, and it was held in Gahanga sector in the Kicukiro district.
Minister Jean Claude Musabyimana stated that community service involves undertaking activities that would otherwise cost money, and doing it themselves as residents help them to further their development.

He said, "We know that residents choose the activities they do, mainly those that would require money to be completed or those that require people to work together for them to be feasible. They chose to do them through community work and to participate themselves, thus reducing the cost."

"But it is also the time for socializing... You saw that the Pan African Movement and many representatives from African countries who were in Kigali joined us for the community work. The aim was to share these benefits, the experiences we have, and also to share the solutions we have as Africans in seeking answers and better living conditions for our citizens."

Connecting this to the liberation of the African continent, the Minister of Local Government also mentioned that liberation is an ongoing process. This is why programs like GIRA WIGIRE have been established by the Rwandan government to help Rwandans free themselves from poverty and poor living conditions.
